So i'm up for a promotion and i know nothing about salary negotiations..?

I had an interview yesterday for another position within the company that i currently work for. Well, I don't know if you'd say that it's a promotion exactly, but it's a different, better position in a different building, so yea - i guess. The manager of the department more or less implied that i got the job, she told me that i would meet with HR discuss the salary after my other interview (which she basically tried to talk me out of) and then immediately following that statement proceeded to say that there were 3 other internal applicants that applied for this pos. and their applications were frozen,and never sent to her. She umed that they were not qualified. Was she hinting for me to push on the salary negotiations cause that's what i got from it...Right now i've been with the co. for 13 months - i started making $12/hr, but got an 8% raise on my year evaluation (almost 27,000/year). My salary requirement was $34, 000 which i let them know was negotiable.
