Is accepting responsibility but not the blame truly repentant behavior or just jive?

Politicians,celebrities, sports stars and others (not well known) seem to be empowered by our present judicial culture to be not guilty of anything. I think the truth gets compromised the more this occurs. Or maybe I'm not being "sensitive" enough to the needs of the alleged perpertraters?
