Has anyone have info on a artist named " H. Westcott" Desert scenes from 1953 a Reward is in place?

I have a oil painting I Inherited from Phoenix Az. I belive it is a picture of CAMELBACK MOUNTAIN before the real estate boom. The size of the picture is 3 X 4 It is a very high quality OIL painting it has a really cool desert scenes with desert flowers, cactus and more. I need help finding what it is worth because soon I am going to put it on the auction. It is a 10 on the auction scale and the person that helps me identify the painter and what it is worth I will give them a reward for helping me when it goes up for auction. please help.
