How is cocaine more illegal courtwise?

Ive been doing some research on controlled substance, and found that they are separated in sections to see which is more penalized. Worst being section 1 and so forth. Well heroin and marijuana are in section 1. Cocaine is in section 2, how is this possible? Is cocaine far more penalized then marijuana?
